Chautauqua County Shared Services Initiative Panel Sets Agenda for 2021

MAYVILLE, N.Y.:-- The Chautauqua County Shared Services Initiative Panel recently completed the slate of projects to develop throughout 2021, for projects to implement in 2022 and beyond.

 

The Countywide Shared Services Initiative (CWSSI) was proposed by New York State Governor Andrew Cuomo in spring 2017, and adopted by the New York State Legislature as part of the 2018 State Budget. The initiative established panels in each county across the state and each panel is made up of all the mayors and supervisors in the county, and chaired by the County Executive. The panel is tasked with developing a shared services plan, which must be reviewed by the County Legislature for comment, presented to the public for comment, and ultimately voted on by the panel before being sent to the New York State Department of State.

 

The panel held its required meetings during 2020, but due to restrictions from COVID-19 did not have a quorum to hold an official vote on the summary plan.  The summary was sent to the County Legislature, public hearings were held, and those panel members in attendance for the last meeting voted unanimously to use the summary as the agenda to guide 2021 discussions.

 

“While the COVID-19 response has been the top priority of government officials throughout 2020, shared services projects to enhance our government efficiency remain important,” said County Executive PJ Wendel. “I am glad our panel was able to have productive conversations about these initiatives, and set a summary of countywide projects to serve as the agenda for our 2021 discussions and project development.”

 

Key projects to be further developed by the panel in 2021 include:

  • A countywide code enforcement structure to more efficiently administer and enforce New York State Uniform Building Code;
  •  A shared elevator and generator maintenance agreement or staff for the many municipal buildings with that machinery; and
  • Continued exploration of a shared composting facility between the City of Dunkirk and Village of Fredonia to better process and compost wastewater treatment sludge.

 

Other projects to be discussed are countywide assessing services, a county housing-zoning court, shared or regional animal control officers, and regional brush collection.
