All Legislature Committee meetings as well as the full Legislature meetings are in-person open meetings and will be held in the Legislature Chambers on the third floor of the Gerace Office building.

The meetings are open to the public and subject to any current required COVID-19 guidelines..

Baring any unforeseen technical difficulties, the full legislature meetings will continue to be live streamed on the County YouTube page and the videos will be available for viewing for no less than a year after the meeting. 

The minutes of all legislature committee and full legislature meetings continue to be posted on the legislature web pages.

PUBLIC COMMENTS::  Any comments received from the public will be accepted as communications, and not read during privilege of the floor..  Public comments at the meetings during the privilege of the floor must be made in person.

LEGAL NOTICE OF ESTOPPEL

The bond resolution, summary of which is published herewith, has been adopted on April 23, 2025, and the validity of the obligations authorized by such resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which the County of Chautauqua, New York, is not authorized to expend money, or if the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of publication of this notice, or such obligations were authorized in violation of the provisions of the Constitution. 

A complete copy of the resolution summarized herewith is available for public inspection during regular business hours at the Office of the Clerk of the County Legislature for a period of twenty days from the date of publication of this Notice.

BOND RESOLUTION DATED APRIL 23, 2025

A RESOLUTION AUTHORIZING $1,612,000 BONDS OF THE COUNTY OF CHAUTAUQUA, NEW YORK, TO PAY THE COST OF THE INCREASE AND 

 IMPROVEMENT OF THE PORTLAND POMFRET DUNKIRK SEWER DISTRICT IN AND FOR SAID COUNTY.

Specific object or purpose:  Reconstruction of sewer mains and pump stations, including manholes and meter vault replacement

Maximum estimated cost:  $1,612,000

Period of probable usefulness:  40 years

Amount of obligations to be issued:  $1,612,000 bonds

SEQRA Status:  Type II Action.  6 NYCRR Part 617.5(c)(1).  SEQRA compliance documentation on file in office of the Clerk of the County Legislature where it may be inspected during regular office hours.

Such resolution pledges the full faith and credit of the County to the payment of the obligations authorized to be issued and delegates to the Director of Finance, the Chief Fiscal Officer, the power to authorize the issuance of and to sell such obligations.  Additionally, such resolution contains the estoppel clause provided for by Section 80.00 of the Local Finance Law and authorizes such resolution, after taking effect to be published in summary form in the official newspaper, together with a notice of the Clerk of the County Legislature, in substantially the form provided in Section 81.00 of the Local Finance Law.

Period of probable usefulness:  40 years

Amount of obligations to be issued:  $10,147,000 bonds/to be reduced by any grants received

Such resolution pledges the full faith and credit of the County to the payment of the obligations authorized to be issued and delegates to the Director of Finance, the Chief Fiscal Officer, the power to authorize the issuance of and to sell such obligations.  Additionally, such resolution contains the estoppel clause provided for by Section 80.00 of the Local Finance Law and authorizes such resolution, after taking effect to be published in summary form in the official newspaper, together with a notice of the Clerk of the County Legislature, in substantially the form provided in Section 81.00 of the Local Finance Law.
